You know what, it doesn't matter exactly. The point is: find a low-difficulty commission with a generous budget, use the cheapest fabrics that still meet the requirements, and you'll get this achievement without even trying.

- Pick a low-difficulty commission with a relatively high budget — Summer Breeze works great ($600 budget, 2 star difficulty)

- Sew and deliver. The achievement should pop as soon as you complete the commission.
